1) is the big boss human
2) can the little guy raise to the top
3) is your opinion heard and can you impact/shape the organization
those are the key elements that make a great culture: safe, fair and controllable.
two other important related thoughts are transparency (up and down, sharing setbacks, financials, ...). and "truth", which is linked to trust (no need for people to fake/hide)
